Why is cannabis illegal when no deaths have ever been recorded due to usage?

There are a lot of if's but's and maybe's in this documentary, but considering the propaganda spread by anti cannabis movement, I think the "if's but's and maybe's" are all very plausible and most of it is factual.
One thing is certain, no recorded deaths have ever occurred  by using cannabis and also, in order to be a crime, there needs to be a victim.
The same can't be said about alcohol or virtually any other prescription drug, even aspirin can be deadly; Taking a dose of aspirin over 150 milligrams per kilogram is potentially fatal for adults.
